      I presume when you ask this question that this is a method being performed already? I am not well versed on this type of science and am not an expert, however, I would imagine that the idea of using electric shocks would be to stimulate neural networking between cells. This networking is required for concious body parts to be moved and involves signalling between the body part in question and the brain. Electric shocks may help replicate normal signalling and stimulate the networks back into function.
